An Open Letter from the Chair and the CEO of the Fragrance Creators Association

Today, on National Fragrance Day, we proudly recognize our member companies—dedicated stewards of the fragrance industry. As we reflect on the past year, like individual ingredients and notes that come together to form a memorable scent, our inclusive, collaborative efforts in 2024—with regulators, stakeholders, and each of you—generated meaningful benefits for people, perfume, and the planet.

We forged pivotal support from the Environmental Protection Agency to advance commercially viable approvals for new fragrance ingredients—effectively breaking an eight-year barrier. Comparable to the bright top note of a refined perfume capturing your immediate attention, this milestone is poised to unlock hundreds of millions of dollars in potential investments and fuel STEAM (Science, Technology, Engineering, Art, and Math) opportunities. Importantly, we look forward to seeing newer, greener, fragrance chemistries in U.S. and global markets—a win-win for people, communities, and the environment.

In California, our thoughtful and respectful engagement with the state, reversing California’s position on an unworkable six-month cosmetic fragrance allergen disclosure deadline into a more balanced three-to-five-year timeline. This harmony between consumer safety and practical compliance mirrors the careful blending of fragrance notes—achieving a blend of good impacts without overwhelming those who produce and appreciate scent.

When a proposed air freshener ingredient ban arose lacking robust scientific support, FCA swiftly united a coalition to successfully address the situation. By doing so, we safeguarded consumer choice, underscored the value of meaningful transparency, and reaffirmed our commitment to science-based legislative solutions.

We also strengthened our partnership with the Food and Drug Administration, providing insight and counsel as it implements fragrance-related provisions under the Modernization of Cosmetics Regulation Act (MoCRA). Simultaneously, we prepared the industry to explore forward-looking technologies—such as digital labeling—that expand formulation flexibility, minimize packaging waste, and furnish clearer information to consumers.

Across 24 states, our vigilance in tracking more than 85 bills helped us positively influence legislation that could have restricted innovation or consumer access to responsibly created fragrances. Our work reached Canadian regulators as well, where we underscored the significance of risk-based chemical assessments and introduced them to the Research Institute for Fragrance Materials. Each of these initiatives reflects the subtle yet potent nature of fragrance—a unifying force that encourages cooperative stewardship between industry and government.

A cornerstone of our mission is thoughtful consumer education.One way we operationalize consumer respect is via The Fragrance Conservatory, now featuring over 600 fragrance ingredient profiles. Like an exquisitely curated fragrance library, it offers the public a deeper dive into the science, history, and artistry that, since the dawn of civilization, make scent such an enduring part of our daily lives.

Our association’s growth also continues apace: 12 new member companies have joined FCA this year, bringing our total membership to more than 60. This expanded coalition amplifies our collective voice and nurtures a community of conscientious, leading industry stewards working together throughout the fragrance value chain.
